When high quality health information is not available and questions and concerns go unaddressed, low quality health information or misinformation can quickly spread across communities and impact people’s health decisions.

In response to the need to understand the health information environment and help health workers better communicate and engage with the public to encourage healthy behaviors, WHO and UNICEF, in collaboration with their networks and partners, published a ground-breaking manual and accompanying tools for analysts who conduct social listening to develop infodemic insights.

What makes this manual unique is that it emphasizes an evidence-based and reproducible process performing integrated analysis across online and offline datasets to produce infodemic insights and recommendations for action to improve public health.

This was a new tool that deviated from publication of Excel files or Flash-based user interfaces, and provided integrated access to European health indicators with an up to date technology. It  allowed full open access to the data and the graphs, including user bookmarking of settings and graphs, facilitating reuse of the data, and exploration of metadata.

The platform was the result of the Regional Director’s data modernization initiative in the office, emphasizing use of up-to-date technologies and emphasizing data syndication and its use over merely publishing massive data catalogs.

The principles used in the design were human-centredness, data syndication, and data communication.

The platform consisted of:

• a data warehouse that re-engineered the data management processes by uncoupling software development from data manager tasks, multilingual editing of metadata for all indicators and health measures, and made data accessible through a public API
• a web platform with data visualization tools, exploration, data syndication tools
• mobile app for access to essential health statistics, refreshable with the latest data from the central data warehouse.

This was the first publication of health statistics by the WHO European region that was accessible offline and for mobile devices.

During its life, the app was widely used by policymakers in the European region.
